The Empire has allowed the Humans of the North to govern the province themselves.  Those humans named their province "Avalon".  As Human population grew in the West, they wanted self-rule as well.  That has not been granted.  Despite that, Humans started calling the territory "West Avalon".  The Empire is not all too happy about that.  The Humans keep pushing further and further into Orc territory.  As a result, a new age of terror and destruction are about to dawn - "The Culling of the Herd".
